Oracle signs 10-Year Pentagon software contract worth up to $7 billion

Oracle has secured a landmark 10-year enterprise software agreement with the U.S. Department of Defense worth up to $6.99 billion, marking one of the Pentagon's largest software procurement deals in recent years.

The agreement is designed to consolidate thousands of fragmented Oracle software purchases across the U.S. military into a single enterprise-wide contract, reducing costs, strengthening cybersecurity, and accelerating the Defense Department's digital modernization efforts.

A Pentagon-Wide Software Agreement

Negotiated by the Department of the Navy under the Pentagon's Enterprise Software Initiative (ESI), the contract carries a five-year base value of $3.31 billion with an option to extend for another five years, bringing the total potential value to nearly $7 billion.

The agreement covers the entire Department of Defense, including the U.S. Coast Guard and elements of the intelligence community. It gives authorized organizations streamlined access to Oracle software licenses, maintenance, consulting services, and cloud-based offerings through a single procurement framework.

Driving Efficiency and Cost Savings

Pentagon officials say the new contract will replace dozens of separate software agreements that have accumulated across military branches over the years.

By centralizing procurement and standardizing Oracle deployments, the Department expects to save at least $441 million in taxpayer funds over the life of the agreement while improving visibility into software usage and spending. Officials also believe the unified approach will reduce administrative overhead and eliminate costly duplication across agencies.

Beyond financial savings, defense leaders say the agreement is intended to improve the Pentagon's cybersecurity posture.

Standardized software procurement allows security updates, licensing, and compliance to be managed consistently across military organizations, reducing the risks created by fragmented technology deployments. The initiative also supports faster delivery of secure enterprise software to military personnel operating from headquarters to the tactical edge.

Part of a Larger Modernization Strategy

The Oracle agreement follows the Pentagon's broader push to consolidate enterprise technology contracts.

Earlier this year, the Department signed a separate multibillion-dollar Microsoft software agreement as part of the same strategy to simplify software acquisition and improve oversight. Rather than allowing individual agencies to negotiate separate contracts, the Pentagon is increasingly moving toward enterprise-wide agreements that provide better pricing, stronger security, and greater interoperability.

For Oracle, the contract reinforces its position as one of the U.S. government's largest enterprise technology providers.

While the full $6.99 billion represents the maximum potential value of the agreement rather than guaranteed revenue, the long-term partnership provides Oracle with a significant opportunity to expand its presence across defense agencies while supporting the military's ongoing digital transformation initiatives.
