Artificial intelligence adoption has become nearly universal across the IT services industry, but a lack of governance is preventing many organizations from realizing its full business potential, according to new research from the Global Technology Industry Association (GTIA).

The report concludes that while AI deployment has accelerated rapidly, governance frameworks, formal policies, and commercialization strategies have failed to keep pace. This gap presents both a significant challenge and a major business opportunity for IT service providers (ITSPs).

Adoption Is Outpacing Governance

GTIA's latest research found that 97% of organizations have adopted AI in some form. However, only 20% have established the governance structures, operational processes, and business strategies needed to turn AI adoption into sustainable long-term value.

The findings suggest many businesses are embracing AI tools before putting the necessary guardrails in place to manage risk, ensure compliance, and build customer trust.

A Growing Opportunity for ITSPs

According to GTIA, this governance gap creates a significant opportunity for IT service providers.

Rather than simply deploying AI solutions, ITSPs are increasingly being asked to help customers develop AI governance frameworks, establish usage policies, manage cybersecurity risks, prepare data for AI initiatives, and ensure compliance with emerging regulations.

As organizations move beyond experimentation, demand is shifting toward trusted advisors who can guide responsible AI adoption while helping businesses achieve measurable outcomes.

From Experimentation to Business Value

The report, based on interviews with ITSPs, vendors, distributors, investors, advisors, and end customers, found that the industry is entering a new phase of AI maturity.

Instead of asking whether AI should be adopted, organizations are now focused on questions such as:

  • How can AI improve operations?

  • How should AI be governed?

  • How can AI be monetized?

  • How do organizations build customer trust while deploying AI responsibly?

GTIA says companies that answer these questions effectively are more likely to transform AI investments into long-term competitive advantages.

Looking Ahead

As AI moves from experimentation to enterprise-wide deployment, governance is becoming just as important as the technology itself.

GTIA's research suggests the next wave of growth for IT service providers will come not only from implementing AI solutions, but from helping organizations build the governance, security, and operational foundations needed to use AI responsibly and at scale. Firms that can bridge the gap between AI adoption and AI maturity are likely to be among the biggest winners in the next phase of the AI revolution.
